Introduction
The Himachal Pradesh Patent Information Centre (HPPIC), established in 1998 under the aegis of the Himachal Pradesh Council for Science, Technology and Environment (HIMCOSTE) with support from TIFAC (DST, Government of India), serves as the state’s nodal agency for intellectual property rights (IPR) facilitation and advisory.
Core Objectives of HPPIC
- Patent and Search Infrastructure: Providing patent search, technical evaluation, and filing assistance to researchers, innovators, and entrepreneurs, primarily by setting up specialized IPR Cells across state universities such as UHF Nauni and CSKHPKV Palampur.
- Geographical Indications (GI) Custodianship: Serving as the nodal institution to identify, register, and market the state's indigenous agricultural and handicraft assets, including Kangra Tea, Chamba Chappal, and Chamba Metal Crafts.
- Awareness and Capacity Building: Sensitizing academic institutions, MSMEs, grassroots innovators, and traditional artisans on the procedures, commercial potential, and legal safeguards offered by intellectual property regimes.
- Policy Advisory and Protection against Bio-Piracy: Advising the State Government on harmonizing regional IPR strategies with local livelihood generation, rural tourism, and the documentation of traditional knowledge to prevent bio-piracy.
