Introduction
The Minimum Support Price (MSP) regime, reinforced by open-ended procurement through the Food Corporation of India (FCI), was instituted to ensure national food security and insulate farmers from price volatility. However, by concentrating price guarantees almost exclusively on wheat and paddy, it structurally transformed north-western India (notably Punjab, Haryana, and western Uttar Pradesh) from a historically diversified, dryland agricultural tract into an ecologically vulnerable cereal monoculture.
Distortion of Cropping Patterns
The asymmetric price safety net offered by MSP has reshaped land-use decisions across north-western India:
- Wheat-Paddy Duopoly: Open-ended procurement virtually eliminated market risks for wheat and paddy, crowding out traditional, climate-resilient pulses (such as gram and moong), oilseeds (mustard), and coarse cereals (bajra and maize).
- Agro-Ecological Mismatch: Assured returns incentivised the cultivation of semi-aquatic paddy during the hot kharif season in a semi-arid zone that naturally receives only 500 to 700 mm of annual rainfall.
- Erosion of Crop Rotation: Continuous cereal-cereal rotations replaced restorative leguminous cropping systems, degrading natural soil fertility and increasing dependence on chemical inputs.
Depletion of Water Resources
The structural bias towards water-guzzling crops has triggered an acute hydrological crisis in the region:
- Intensive Blue Water Extraction: Producing one kilogram of flood-irrigated rice in north-western India consumes an estimated 3,000 to 5,000 litres of water. In the absence of adequate surface irrigation, farmers turned heavily to groundwater.
- Expansion of Tubewell Density: Guaranteed MSP combined with highly subsidised or free agricultural electricity led to the sinking of nearly 1.5 million deep borewells, perforating both unconfined shallow aquifers and deep confined aquifers.
- Severe Aquifer Over-Exploitation: According to the Central Ground Water Board (CGWB), the Stage of Groundwater Extraction reached ~156% to 164% in Punjab and ~137% in Haryana, compared to the national average of ~60.6%. Over 70% of groundwater assessment units in Punjab and 63% in Haryana are now classified as 'over-exploited'.
- Hydrological and Quality Degradation: Regional water tables decline at a rate of 0.5 to 1 metre annually, causing centrifugal pumps to fail, forcing expensive transitions to submersible pumps, and inducing aquifer salinisation alongside the virtual water export of billions of cubic metres from water-stressed basins.

Addressing this ecological deficit requires realigning the MSP regime by expanding assured procurement to water-efficient pulses and millets, extending public procurement infrastructure to the water-abundant eastern plains, and strengthening state-level diversification incentives like Haryana's Mera Pani-Meri Virasat scheme.
