Role of Environmental Degradation in Intensifying Floods
Anthropogenic stresses across the catchment and drainage network exacerbate flash floods and prolonged inundation in the Dikhow basin through multiple channels:
- Mining Activities: Unregulated open-cast coal mining and stone quarrying in the upstream catchment along the Naga Hills generate extensive loose debris. This debris washes into tributaries, causing severe riverbed aggradation, diminishing the Dikhow's carrying capacity, and forcing embankments to breach or overtop during peak monsoon surges.
- Deforestation: Rampant clear-felling of forests and unsustainable jhum (shifting) cultivation on steep slopes deplete natural canopy cover. Reduced vegetation severely curtails infiltration and soil water retention, triggering rapid surface runoff and inducing slope instability and landslides that dump massive sediment loads into the drainage network.
- River Basin Degradation: Uncontrolled sand and gravel extraction alters natural river morphology and erodes riverbeds unevenly. Concurrently, encroachment and drainage of natural floodplain wetlands (beels) destroy natural ecological buffers and retention sponges, channeling floodwaters directly into human settlements.
Suitable Mitigation Measures
A composite strategy encompassing engineering solutions and ecological governance is essential:
- Structural Interventions: Rehabilitate and strengthen vulnerable embankments using geo-synthetic bags and rock riprap. Integrate bio-engineering measures, such as planting deep-rooted vetiver grass, to stabilise banks and arrest erosion. Undertake targeted, scientifically planned desilting of critically aggraded river stretches to restore natural conveyance.
- Non-Structural Interventions: Formulate an interstate catchment conservation framework between Assam and Nagaland to halt illegal mining and regulate watershed land use. Enforce strict floodplain zoning to restrict high-value human settlements in floodways, restore degraded beels, and deploy localized early warning systems (EWS) linked to community disaster response teams.
