Demographic Transition Theory (DTT), formulated by Warren Thompson and Frank Notestein, models how fertility and mortality change as societies transition from pre-industrial agrarian economies to modern, urbanised, and industrialised nations. It provides a vital conceptual framework for understanding the relationship between economic development and demographic change.
Stages of Demographic Transition
The transition typically progresses across five sequential phases characterised by varying Crude Birth Rates (CBR) and Crude Death Rates (CDR):
- Stage I (High Stationary): Characterised by high CBR and high CDR due to inadequate healthcare, epidemics, and an agrarian economy needing manual labour. Net population growth is minimal or stagnant.
- Stage II (Early Expanding): CBR remains persistently high, while CDR drops sharply due to advancements in medical technology, sanitation, and food security. This phase experiences rapid population expansion (e.g., parts of Sub-Saharan Africa).
- Stage III (Late Expanding): CBR begins to fall significantly due to urbanisation, increased female literacy, female workforce participation, and access to modern contraception. CDR remains low, leading to slowing population growth.
- Stage IV (Low Stationary): Both CBR and CDR stabilise at low levels. The total population reaches a stable, mature equilibrium accompanied by high standards of living (e.g., United States, United Kingdom).
- Stage V (Declining): CBR drops below CDR, leading to negative natural growth, an aging demographic, and a shrinking domestic workforce (e.g., Japan, Germany).
Relevance to India
- Current Demographic Status: India is actively transitioning from late Stage III toward Stage IV. According to recent Sample Registration System (SRS) findings and NFHS data, India's Total Fertility Rate (TFR) has dropped to 1.9–2.0, falling below the replacement level of 2.1.
- Capitalising on the Demographic Dividend: DTT illustrates that India is currently positioned within a demographic window of opportunity, where the proportion of working-age population exceeds dependents. This demographic dividend is projected to peak around 2039–2040.
- Regional Asymmetry: DTT highlights spatial disparities within the country. While southern states like Kerala and Tamil Nadu are nearing Stage V characteristics with an aging populace, northern states like Bihar and Uttar Pradesh are completing Stage III, requiring tailored state-specific policies.
- Shift in Policy Imperatives: The transition necessitates moving away from quantitative population control toward qualitative human capital development, skilling, female workforce integration, and geriatric care infrastructure.
