According to sociologist Max Weber, authority is defined as 'legitimate power'—the probability that a specific command will be voluntarily obeyed because subordinates perceive it as lawful, justified, and rightful. Unlike raw coercive power, authority commands voluntary compliance through established systems of legitimacy.
Max Weber's Tripartite Classification of Authority
Weber classified authority into three distinct ideal types based on the grounds upon which legitimacy is claimed:
- Traditional Authority: This form of authority is rooted in the sanctity of immemorial traditions and the legitimacy of the status of those exercising authority under them. Subordinates obey out of personal loyalty and customary obligation rather than enacted rules. For example, the informal socio-cultural influence exerted by Khap Panchayats in rural Western Uttar Pradesh regulating traditional kinship and matrimonial norms reflects traditional authority.
- Charismatic Authority: This rests on devotion to the exceptional sanctity, heroism, or exemplary character of an individual leader. It is personal, non-bureaucratic, and dynamic, often emerging during periods of socio-political transition. For instance, grassroots mass mobilisations led by charismatic leaders among historically marginalised communities in northern India demonstrate this type. Charismatic authority is inherently volatile and tends to undergo the routinization of charisma, gradually institutionalising into legal-rational or traditional structures to ensure organizational survival.
- Legal-Rational Authority: This form of authority is grounded in a belief in the legality of enacted rules and the right of those elevated to authority under such rules to issue commands. It operates on impersonal, codified norms, meritocratic hierarchy, and bureaucratic procedures. In modern governance, a District Magistrate implementing state development initiatives—such as the One District One Product (ODOP) scheme—exercises legal-rational authority within codified administrative boundaries.
