Explanation

The National Agriculture Insurance Scheme NAIS was introduced by the Government of India during the Rabi season of 1999 to 2000. It replaced the previous Comprehensive Crop Insurance Scheme CCIS which had been in operation since 1985. The NAIS was designed to provide wider coverage by including more crops, covering all farmers including non loanee farmers, and protecting against a broader range of natural risks and pests. Because the official implementation began in the late months of 1999, the year 1999 is recognized as the starting point for this scheme.
