Explanation

The correct answer is D because Assertion A is false and Reason R is true. According to Article 75 3 of the Indian Constitution the Council of Ministers is collectively responsible only to the Lok Sabha the House of the People and not to the Rajya Sabha. This is why a No Confidence Motion can only be introduced and passed in the Lok Sabha. Reason R is true because a person from either the Lok Sabha or the Rajya Sabha can be appointed as a Minister. Even a person who is not a member of either house can be appointed for a period of six months but they must eventually get elected to either house to continue. Since the first statement is incorrect and the second statement is correct the answer is D.
