A recent performance audit by the Comptroller and Auditor General (CAG) of India on the National Mission for a Green India (GIM) exposed this critical disconnect between mere sapling numbers and actual ecological restoration.
Ecological Disconnect: Trees versus Forests
- Monoculture versus Biodiversity: Mass plantation drives often prioritise fast-growing or exotic species such as Eucalyptus to fulfill quantitative targets. In contrast, genuine forest restoration requires multi-layered native polycultures that support complex food webs, wildlife habitats, and undergrowth diversity.
- Ecosystem Services: Intact natural forests provide critical ecosystem services, including hydrological regulation, watershed protection, and sustained carbon sequestration. Way Forward
- Adopting Assisted Natural Regeneration (ANR): Shift the forestry paradigm from target-driven sapling counts to ecosystem-centric restoration that prioritises native species regeneration and soil health.
- Institutional and Financial Convergence: Pool institutional and financial resources across GIM, CAMPA, and rural development frameworks to avoid duplication and maximise post-planting sapling survival.
- Community-Led Stewardship: Leverage the Forest Rights Act (FRA), 2006, and Joint Forest Management Committees (JFMCs) to empower local and tribal communities in monitoring and nurturing regenerated forest tracts.
