Explanation

The 93rd Constitutional Amendment Bill, which later became the 86th Constitutional Amendment Act of 2002, is the legislation that made education a Fundamental Right. It inserted Article 21A into the Constitution, mandating that the State provide free and compulsory education to all children aged 6 to 14 years. It also modified the Directive Principles of State Policy and added a new Fundamental Duty for parents to provide educational opportunities to their children. Note that while it was introduced as the 93rd Amendment Bill, it was officially enacted as the 86th Amendment Act.
