Explanation

Lord Ripon is known as one of the most liberal Viceroys of India. He repealed the Vernacular Press Act in 1882. This act had been introduced earlier in 1878 by Lord Lytton to restrict the freedom of the Indian language newspapers. By repealing it, Lord Ripon restored the freedom of the press and ensured that vernacular newspapers were treated on par with English language newspapers. This move made him very popular among the Indian people.
