Explanation
The Fifth Five Year Plan spanned from 1974 to 1978. During this period, the Emergency was declared by Indira Gandhi in June 1975. Following the lifting of the Emergency, general elections were held in 1977 which led to the defeat of the Congress party and the victory of the Janata Party. The Janata Party government subsequently terminated the Fifth Plan a year ahead of its original schedule in 1978 and launched its own Rolling Plan.
