Explanation

The 91st Amendment Act of 2003 introduced this provision. The 91st Constitutional Amendment Act, 2003, introduced Article 72 1A to the Constitution. This article specifies that the total number of Ministers, including the Prime Minister, in the Central Council of Ministers shall not exceed fifteen percent of the total number of members of the House of the People, also known as the Lok Sabha.
