The Ken-Betwa Link Project (KBLP), with an approved outlay of ₹44,605 crore, is India's pioneer river interlinking initiative under the National Perspective Plan. Aimed at transferring surplus water from the Ken basin in Madhya Pradesh to the water-deficit Betwa basin in Uttar Pradesh, it serves as a critical test case demonstrating both the socio-economic promise and the environmental trade-offs of large-scale river interlinking.

- Water and Food Security: The project is designed to provide annual irrigation to 10.62 lakh hectares of agricultural land and ensure drinking water supply to over 62 lakh people across the drought-prone Bundelkhand region, mitigating recurrent agricultural distress and seasonal distress migration.
- Clean Energy Generation: The multi-purpose project will contribute to renewable energy generation by producing 103 MW of hydroelectric power and 27 MW of solar power.
- Strengthening Cooperative Federalism: The 2021 Tripartite Memorandum of Understanding signed between the Union Government, Madhya Pradesh, and Uttar Pradesh resolved long-standing interstate riparian disputes, establishing a cooperative institutional framework for inter-basin water management.
Challenges: Ecological, Hydrological, and Social Costs
Despite its developmental promises, the project encounters multifaceted challenges spanning ecology, hydrology, and community displacement:
- Ecological Degradation in Panna Tiger Reserve: The construction of the Daudhan Dam will submerge approximately 5,258 hectares of forest land within the core habitat of Panna Tiger Reserve (PTR), jeopardizing tiger corridors, Ken Gharial Sanctuary habitats, and nesting sites of endangered vulture species.
- Displacement and Rehabilitation: The project necessitates the relocation of nearly 6,000 families across about 10 villages, requiring rigorous compliance with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013, as well as informed Gram Sabha consent under the Forest Rights Act (FRA), 2006.
- Hydrological Viability and Climate Variability: Interlinking models depend heavily on the static categorization of river basins into 'surplus' and 'deficit'. The Ken is predominantly non-perennial, and changing monsoon patterns driven by climate change could lead to reduced lean-season flows, affecting the sustainability of inter-basin transfers.
