Explanation

The Anarchical and Revolutionary Crimes Act of 1919 was popularly known as the Rowlatt Act because it was based on the recommendations of the Sedition Committee chaired by Sir Sidney Rowlatt. This legislation earned the nickname Black Act because it gave the British government enormous powers to repress political activities and allowed for the detention of political prisoners without trial for up to two years. It was the primary trigger for the nationwide Satyagraha organized by Mahatma Gandhi and eventually led to the Jallianwala Bagh massacre.
