The correct answer "D" (2 and 3) is NOT correct. Analysis: Statement 1: Incorrect. There *is* a law restricting the number of constituencies from which a candidate may contest. Section 33(7) of the Representation of the People Act, 1951 (as amended in 1996) stipulates that a person can contest from a maximum of two constituencies in a general election. The law previously allowed contesting from more seats but not three after the 1996 amendment (which came into effect from 1997). Statement 2: Correct. In the 1991 Lok Sabha election, Shri Devi Lal did contest from three constituencies. Statement 3: Incorrect. As per the existing rules, if a candidate wins from more than one constituency, she/he has to vacate all but one seat, and bye-elections are held for the others. However, there is no rule that requires the candidate's party to bear the cost of such bye-elections; the cost is borne by the Election Commission/government. Therefore, only statement 2 is correct.
