Rajya Sabha has equal powers with Lok Sabha in

Let's analyze the powers of Rajya Sabha in comparison to Lok Sabha:

A) the matter of creating new All India Services: This is a special power of the Rajya Sabha. Under Article 312 of the Constitution, the Rajya Sabha alone can initiate a resolution, supported by a two-thirds majority, to create new All India Services. Lok Sabha does not have this special power, so they do not have equal powers here.

B) amending the Constitution: Both the Lok Sabha and the Rajya Sabha have equal powers in the process of amending the Constitution. An amendment bill, as per Article 368, must be passed by both Houses by a special majority (a majority of the total membership of that House and by a majority of not less than two-thirds of the members of that House present and voting). There is no provision for a joint sitting in case of a disagreement on a Constitution Amendment Bill. This implies equal power.

C) the removal of the government: The government (Council of Ministers) is collectively responsible to the Lok Sabha (Article 75(3)). The Lok Sabha can remove the government by passing a no-confidence motion. The Rajya Sabha does not have the power to move a no-confidence motion and therefore cannot remove the government.

D) making cut motions: Cut motions are part of the budgetary process and are moved in the Lok Sabha to reduce the demand for grants. Rajya Sabha cannot make cut motions; it can only discuss and make recommendations on Money Bills, but the Lok Sabha is not bound by these recommendations.

Therefore, Rajya Sabha has equal powers with Lok Sabha only in amending the Constitution.
