UPSC Prelims 2015·CSAT·Reading Comprehension·Passage Comprehension

The ultimate aim of government is not to rule or control by fear, nor to demand obedience, but conversely, to free every man from fear, that he may live in all possible security. In other words, to strengthen his natural right to exist and work without injury to himself or others. The object of government is not to change men from rational beings into beasts or puppets. It should enable them to develop their minds and bodies in security, and to employ their reason unshackled. Which among the following is the most logical and rational inference that can be made from the above passage?

Explanation

The passage describes the government's aim as freeing individuals from fear, enabling them to live in security, strengthen their natural rights, and develop their minds and bodies with unshackled reason. A) The true aim of government is to secure the citizens their social and political freedom. This is the most logical inference. "Free every man from fear," "live in all possible security," "strengthen his natural right to exist and work," and "employ their reason unshackled" all collectively point towards the government securing fundamental freedoms, both social (right to exist, work, develop mind/body) and political (unshackled reason, freedom from fear/control). B) The primary concern of government is to provide absolute social security to all its citizens. The passage mentions "all possible security," not "absolute social security." "Absolute" is too strong and might imply a scope beyond what is stated, and the passage's focus extends beyond just social security to include intellectual and personal freedom. C) The best government is the one that allows the citizens to enjoy absolute liberty in all matters of life. The passage states "without injury to himself or others," which implies that liberty is not absolute and must be constrained to prevent harm to others. Therefore, absolute liberty is not the aim. D) The best government is the one that provides absolute physical security to the people of the country. While physical security is part of "all possible security," the passage also emphasizes mental development, unshackled reason, and freedom from fear, which go beyond merely physical security. "Absolute" is also too strong a term.
